Interesting look at how big the German arms trade is. An old professor once quipped that the Germans like to appear aloof and not make international waves, while all along working behind the scenes. The German arms market works in similar fashion. Nobody knows about the arms trade until a wave forms.
It also shows the intricate nature grand coalition governance. In Austria,the propoz system developed, kind of a mutual veto, as Lijphart would call it, where either party can effitively block the other. Here, the SPD's block is such an example.
