US Government Creates Cuban Twitter Account To Foster Unrest

This begs the question: how many average Cubans have internet capable computers and access to Twitter? Weren't the Cuban government internet blocks targeting twitter as well? It seems the only people the tweets are accessible to are free Cubans in Florida or Cuban government officials.
