US And Russian Foreign Ministers Meet


In the meeting, it was reported Russia demanded a federal Ukraine, with local autonomy for the Russian population, while the Ukraine remain "neutral" in international affairs.  

Two points:  Arend Lijphart once touted the idea of consociationalism, multiple groups working together for the betterment, or at least the stability of the country, each group with a mutual veto over the other's policies, and local representation.  Federalism, he argued, is a way to do achieve that goal. The idea of mutual veto powers won't actually work here because the Russian population has an ace card in their hand, namely Russia. The Russian population will pull out the "Big Mother Russia" card, I.ex, the threat of Russian invasion, to exercise its dispropriate power over the Ukraine. 

Second, is any one really taking the "neutral" demand of Russia seriously? What if the Ukrainian government continues to seek closer relations with the West, will that give Russia a pretense to invade, to "preserve Ukrainian neutrality"? The demand, as illustrated here, does not mean Russia will be obliged to remain "neutral" in regards to the Ukraine.

Germany's Linke Partei's Wagenknecht Speaks

The Linke Partei's Wagenknecht appears to be moving the party even further to the left to the ideological position that the SPD abandoned back in the 1960s and 1980s. It is interesting to note that the SPD, when it was the far left party, a true socialist party, consistently lost elections. It was only when the party leadership abandoned the far left policies that the party became an "electable" party for moderate-left to moderate-right voters. When it moved back to the left in the 1980s as a response to the rise of the Green Party, the SPD was again unelectable until Gerhard Schröder moved they part back to the center. We see in a sense that the SPD has moved to the left since 2005/2009, to recapture voters who voted for the Linke Partei. Overall, the Linke Partei will continue to remain a viable leftist party, gaining circa 10% at each election, but it will not under current ideological directions be a viable candidate for control over the chancellor in the near future.

Putin is the Loser in the Ukraine.

The author argues that when the vote takes place on the status of the Crimea, and if Russia accepts it into the Russian Federation, the real loser will be Putin. The author argues as soon as the travesty is carried out, Western powers will impose economic sanctions on the Russian economy that desperately needs the FDI. Of course Russia will retaliate with its own sanctions, but the economic power disparity favors the West and the Russian sanctions will not hurt as much. The lack of cash will eventually hurt the average Russian more than the average European. 

The problem here is the lack of reality on how fast sanctions will actually work in forcing behavioral changes. Economic sanctions will have an effect on the Russian economy, but not immediately and will take time before its effects manifest itself among the average Russian. It may take months or even years before Russian officials are "brought to their knees," and even then, as evident by Iran, sanctions may not produce the desired outcome. By then, Russia will have more than enough time to fully consolidate its grip on the Ukraine, making it doubly hard to extradite them.

EU Protectionism Of Cheese

Europe playing protectionism.  One has to ask, therefore, if we go by the regulators' arguments that certain cheeses are associated with certain places, can we expand that scope in America's favor? Take the movie industry, for instance. Hip-hop, rock and roll, heavy metal, and rap are intrinsicly identifiable with America, but the European music industry produces products in these genres. Can the US make similar demand? How about clothing? Blue jeans ring a bell?  I'm sure Europe will politely ask to US to comply. The US will reject the request. Then, the EU will start targeting those individual US companies operating in Europe with fines, bans or whatever and the US will retaliate, first, through the WTO and, second, possibly through retaliatory measures that mimick the EU's moves.

Simon Heffer: Germans are "two-faced"

If Russia swallows Ukraine, the European system is finished

A rather harsh assessment of the future of the EU by Professor Snyder. I agree partially with his argument, this is a big challenge to the credibility of the EU.  

I do not, however, think particularly this will be the end of the EU. I would agree this may be the start of a long decline of the EU experiment.  I would think that the pressure the Euro states are facing in light of financial fiascos in Greece, Italy, Spain, etc. prove to be as equally as important to consider.  Another is the development of a, first, a two-tier EU system, and now, from what I see a three-tier system of the elite states holding a disparity of power in the EU.  Anyone of these issues that Europeans cannot agree on are just as likely to put an end to the EU. 

Snyder states this is a test of the EU's ability to protect itself; it has been well known for years that it really cannot. It has been an open secret that anyone with a bit of observational skills could answer right off. The security debates during Clinton's second term in Europe centered around the possibility of creating an unified European military, able to project power in Europe and in crises when NATO or the US failed to act. The problem is any military would be drawn from member states that have already reduced their military capabilities since the end of the Cold War, thus already providing for a weaker pool to create an army. So, the answer has already been answered for years.

The Russians block in the Ukrainian navy

Not that the Ukrainian navy posed a real threat to the Black Sea Fleet, for good measure, the Russian navy scuttled a ship to block the fleet of Ukrainian frigates. It could be this is an attempt to force the Ukrainians to hand over the ships to the Russiansas much as it is an attempt to take over the naval base.

Germany Says No To Greek War Reparations

In a recent state visit to Greece, the German Federal President, Joachim Gauck, faced a rather lukewarm reception from Greek officials and demands for German war reparations. Gauck respectively declined the Greeks. 

The Greeks have been using WWII as a weak argument to justify their poorly structured private and public economy. Before the war the Greeks weren't exactly known as an economic power. After the war, the mismanagement of the economy by successive Greek governments, both military and civilian, is not exactly a result of the Nazi occupation, but rather the path dependent policy choices they created for themselves. Two other things: I'd have to search again, but I'm certain Greece received war reparations from Germany. They certainly were recipients of Marshall Funds and subsequent IMF loans. Second, even if Germany were to fork over billions more in war reparations, it will not solve the underlying problems the Greeks have created for themselves and it will not prevent future Greek governments from seeking more. As soon as they exhaust what they were to receive, the Greek government would be right back demanding more.

The Spectator's perspective is rather unkind to the EU's faux power expression. After all, when member states for the most part gutted their military capabilities after 1990 in favor of expanded social welfare programs and using the American security umbrella for protection, it is rather difficult to project credible strength and deterrence, as a realist will argue. The only option would to take a liberal approach (No, not an ideological description. Rather a Political Science term describing a International Relations paradigm.) and go through international organizations in the hope that behavior can be changed.

German Foreign Policy

Here is an interesting look at German foreign policy and Germany's potential in international affairs, especially in light of Russian aggression in the Ukraine. German leaders and academics have often described Germany as being a soft power, being more comfortable pushing its interests quietly behind the scenes. Does a change in foreign policy approaches appear to be in Germany's future?

A brief point or two: the article describes former Chancellor Gerhard Schröder's foreign policy as "muscular".  However, he did it mostly by becoming closer to Putin and, according to his critics, at the expense of ignoring human rights violations and for very lucrative oil deals, especially promoting Russia's Baltic Sea pipeline.  They point out that once he left office, he almost immediately began working for Gazprom as an "advisor", furthering the appearance of being tied too closely to Putin. The German news network, N24, referred to Schröder as "Gazprom-Gerd" as late as 2012.  The article also ignores the Willy Brandt government when it sought closer ties with the East, particularly with the DDR that aggravated the Nixon Administration.

Back and with Commentary

It has been a terribly long time since I last posted here. To be honest, I have been busy with a lot of personal and professional things in my life that I had to give up on some other aspects of my life, at least for the time being. It appears I have some time on my hands and thought I will take up the blog once more.  It is my intent to post a weekly analysis of German politics and international happenings.

Obviously, a lot has happened over the past two years: President Obama winning reelection, the London Olympics, etc. We have experienced so much that I cannot possibly cover them all here today. I'll start with what I research, and that is German politics.  In September 2013 Germany held their federal elections. It turn out to be a major victory for the incumbent Chancellor, Angela Merkel, and her party, CDU/CSU.  The CDU/CSU nearly won enough votes to comprise a majority of the seats in the Bundestag, but came a few seats short.  More on that later. The dominating results somewhat surprised many observers since many local elections appeared to indicate Merkel would have a more difficult time. If we look at Baden-Wuerttemberg, we see for the first time the Green party leading not only the state government, but also the capital, Stuttgart. Other local and state level elections saw draw defeats for the Merkel.

However, the September 2013 elections saw a major resurgence for Merkel and her party, producing the party's best showing since the 1990 united federal elections and the best possibility for a single party rule since the early 1960s.  The difference between Merkel and her nearest rivals, the SPD, was a strong 15%. The CDU/CSU won 41.5% of the vote (PR) and 311 seats (MMD), a swing of nearly 8% of the vote and 72 seats. However, Merkel's most preferred governing party had a miserable showing and failed to even achieve the 5% threshold for party representation in the Bundestag. In other words, the Merkel's natural governing choice was no longer viable, leaving only center-left choices for coalition government formation. There was talk of the possibility of minority government, but that was quickly disregarded.

Merkel opened talks with the parties that were the most similar ideology among the parties that were left, the SPD and the Greens, while completely excluding the Linke Partei.  For some time it appeared the Greens may be Merkel's choice, but the ideological/policy gulf between her party and the Greens was larger to overcome than that of the SPD. By December 2013, the third grand coalition of the post-WWII period and Merkel's second was formed.  There were some grumbling among the parties and their members about the possibility and gridlock, but as my research indicates, German grand coalition governments are not necessarily ineffective and actually function rather well.

Another aspect of the 2013 elections is the rise of two additional parties that may play a larger hand in internal German politics, the Alternative fuer Deutschland (AfD), a center-right party, and the Piraten Partei, center-left.  The effect each party had on the elections was to draw away supporters from the FDP and the Greens and Linke respectively.  At some future point I'll discuss more on these parties and their impact on German elections, but at the moment, it is too early to make any long term prognosis with accuracy.  If, however, these parties remain viable players, we will see further weakening of the traditional party structure of Germany.

It is interesting to note that since the early 2000s, the center-left parties have been influx, fracturing into smaller, more ideologically stringent parties, weakening the SPD.  Is the AfD the foreshadow of things similar things to come among the center-right parties is anyone's guess at this point.  The center-left parties, the main players of the 2013 + the Piraten, comprised nearly 50% of the vote. If the parties had a more cohesive nature, being unified as a singular party or a maximum of two, the center-left's impact on electoral and policy outcomes would be greater.  If, on the other hand, the left continues to fracture and the center-right remains more or less cohesive, it will be increasingly more difficult for the center-left to have the impact on elections and policy decision in the future.

Challenges ahead for Germany: the most urgent is the situation in the Ukraine. Like it or not, I think Russia is there to stay in the Crimea.  There really isn't a card that the EU, Germany, or even the US can play at this time.  The military would be catastrophic and the Europeans, with the exception of the British, do not have effective offensive oriented militaries, muchless a defensive military, which would mean the burden would again fall upon the US. It would also make EU states targets of Russian rockets, not a very attractive proposition.  The use of economic sanctions, even targeted or "smart sanctions" would invite Russia to cut off oil and natural resources to Western Europe.  There is even debate as to the effectiveness of sanctions against regimes.  They certainly will not produce fast results.

Other issues that face Germany: continual economic growth, social welfare and labor reform, energy concerns, and EU governance reforms.
