Fully fecognizing that there really isn't a policy course that the Obama Administration can follow, this threat rings hollow to me. If it does to me, it certainly does to the Putin regime. One might say that such public verbiage is done to reassure Russia's Baltic and East European neighbors rather than to scare Putin out of the Ukraine.
